§ Mr. TENNANTNo, Sir; no such order was issued as that referred to by the hon. Member. The matter is obviously one which cannot be withdrawn from the discretion of commanding officers, but I have no doubt that every consideration possible, that is consistent with military exigencies, will be given to those having urgent business affairs requiring their attention.
