asked the President of the Board of Trade whether he can now say what was the total amount of premiums received, losses paid, or liabilities incurred under the National System of War Risks Insurance up to the 31st December, 1914, or, if not, as to such dates as there are now completed accounts?

Mr. RUNCIMAN

I can only repeat the answer which I gave to my right hon. Friend on 11th February that the time has not yet come for publishing figures relating to the working of the Government War Risks Insurance Scheme.

Mr. LOUGH

Can my right hon. Friend formulate any idea of the time when it will be possible to give the House some statement in regard to this very important matter?

Mr. RUNCIMAN

No, I am afraid it will not be possible to give any detailed figures while the risks are as they are. During that period we might have losses that would quite upset the estimate.
