asked the President of the Board of Trade whether he proposes that any variation in the original agreement between the Board of Trade and the railway companies, which may increase the amount guaranteed by the Government, shall be submitted to and approved by the House of Commons before being ratified?

Mr. RUNCIMAN

The net effect of the proposed variation in the original agreement which is now under discussion between the Board of Trade and the railway companies is not to increase the scale of compensation payable by the Government. The question raised by my hon. Friend does not therefore arise.
