61. Mr. CHANCELLOR

asked whether battalion orders are still being issued in effect punishing recruits for adhering to the terms of their enlistment in regard to inoculation, thereby breaking the law of the land and violating the word of honour of Ministers; whether such orders have the sanction of the Secretary of State for War; and whether the deterrence of recruiting caused by punishment of soldiers not guilty of an offence against law or discipline will now be discontinued?

Mr. TENNANT

There has not been any change in the instructions with reference to inoculations, and I am not aware of any battalion orders of the kind referred to. If any order breaking the law of the land or violating the word of honour of Ministers were brought to my attention I should certainly take action.
