Mr. PETOasked the Secretary of State for Foreign Affairs whether he will issue as a White Paper the Orders in Council of 20th August and 29th October, 1914, relating to contraband of War, and all Orders in Council issued since the commencement of the War dealing with this subject, the rights of neutrals, and the prohibition of export of articles from the United Kingdom?
The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Primrose)The facilities for obtaining copies of the Orders in Council referred to are such that there does not appear to me to be any need for the issue of a White Paper such as the hon. Member suggests. The Orders in Council are purchaseable either singly (price 4d.), or, collected together in book form with other legislation passed and made in consequence of the War, in the "Manual of Emergency Legislation," published under the authority of His Majesty's Stationery Office (price with supplement, covering period up to December 5th, 5s.).
