§ Mr. TENNANTAny application to visit the front is considered with reference to the natural and only possible principle of decision in such cases, that is, as to whether such visit would be in the interests of the Army and the public service. I do not know whether the issue of a letter or the grant of a permit to visit the front are necessarily on the same footing, but my hon. Friend may take it from me that, wherever the principle already mentioned may be applicable, it is in fact applied.
