62. Mr. COWAN

asked the Under-Secretary of State for War whether his attention has been called to the sale in Army canteens of Army Form B 295; and whether he will take steps to prevent the improper use of these passes by requiring them to be kept under lock and key and issued only by a commanding officer?

Mr. TENNANT

I am aware that there has been some improper use of passes and the steps necessary to stop this are being; considered.

Mr. COWAN

Will the right hon. Gentleman state what those steps are, in view of the fact that those passes are being used improperly to obtain money under false pretences by men dressed in khaki who approach Members of this House representing that they come from their constituencies and urge reasons, such as a visit to a dying mother and so forth?

Mr. TENNANT

I agree with my hon. Friend that it is very undesirable that passes should be improperly used, but, as I say, steps for preventing them are now under consideration.
