§ 23. Mr. COWANasked the Home Secretary whether the British Fire Prevention Committee is an official organisation; what are its powers and functions; and whether it is under the control of the Home Office?
§ Sir J. SIMONThe British Fire Prevention Committee is an unofficial organisation, the objects of which, I understand, are to circulate information and suggestions and generally to further the adoption of scientific and practical means for prevention of fire. It is not in any way under the control of the Home Office, but it is within the knowledge of the Department that the committee has done and is doing a considerable amount of useful work.
§ 24. Mr. COWANasked the Home Secretary whether his attention has been called to a circular issued by the British Fire Prevention Committee giving instructions as to dealing with fires due to air raids and containing illustrations and descriptions of incendiary bombs; whether that circular is sanctioned by the Home Office; and whether in that case, and having regard to the importance of familiarising the public with the details contained in the circular, he will take steps for the immediate issue of copies of this warning to every householder in London?
§ Sir J. SIMONI have seen the circular issued by the British Fire Prevention 1473 Committee, to which I think my hon. Friend refers. It contains what I believe to be useful suggestions for dealing with fires arising from incendiary bombs, but in view of the warning already issued by the Commissioner of Police on the 18th of this month I do not think the proposed distribution of copies of the circular is necessary. It is not desirable to multiply warnings on the same subject.
