Mr. RONALD McNEILLasked the Secretary of State for Foreign Affairs whether, with a view to emphasising the solidarity of the allied Powers, he will, so far as practicable, conduct all negotiations with neutral Governments relating to questions of contraband, international law, or other affairs arising out of the state of War, in conjunction with the Governments of France and Italy and by means of Joint Notes signed by those Governments as well as by His Majesty's Government?
