Commander BELLAIRSasked the Secretary of State for Foreign Affairs whether the particulars of the arrangements in regard to cotton under the established blockade of Germany, which were referred to in paragraph 5 of his dispatch, No. 13, of 15th March, 1915, as having been communicated to the American Government, are those which have already been made public; and, if not, whether he can circulate them with the Votes, if not detrimental to the public interest?
