(1) The Commissioners of Public Works in Ireland, as regards any holding which is subject to a charge in respect of an annuity in their favour created in pursuance of the enactments mentioned in Part I. of the Second Schedule to this Act, may exercise the same powers of, or in relation to, sale as are exercisable by the Land Commission under the enactments mentioned in Part II of that Schedule;

On behalf of absolutely necessary schemes, I protest against the powers of the Public Works Loan Commissioner being curtailed, and I trust that due consideration will be given to this point of view by the Financial Secretary for the Treasury.

and those enactments, shall, with the necessary adaptations, apply accordingly.

(2) For the purpose of giving effect to this Section, rules may be made by the Commissioners of Public Works in Ireland in the same manner as rules may be made by the Land Commission under Section fifty of the Land Law (Ireland), 1881, and any enactments amending that Section.

(3) Where the Commissioners of Public Works in Ireland have exercised any of their powers under this Section, a certificate under their common seal as to any one or more of the following matters, that is to say, as to the amount of the original advance, the amounts apportioned, the portions of land charged respectively therewith or discharged, and the amount due in respect of the charge, shall be conclusive evidence of the matters therein certified.

This is a Clause which on its merits might be introduced. I had hoped it would be uncontroversial, but it changes the law, and representations from those concerned have reached me protesting against this novelty, and I therefore beg to withdraw it from this year's Bill.
