§ The UNDER-SECRETARY of STATE for WAR (Mr. Tennant)Instructions have been issued that all permanent employments at home are to be carried out by men who are not fit for service abroad. Orders were issued some time since that men could be specially enlisted for these employments in service battalions, and I am informed that there are not many young men of military age on permanent employments.
