§ Mr. KINGI made a few remarks in Committee which I am sorry did not receive attention from the President of the Local Government Board. I pointed out that there were three authorities the local sanitary authority, the board of guardians, and the local education committee—that could all do separate work, and in certain cases might be put to work at once looking after the well-being of the children. I think that is unfortunate, while there is no controversy upon any one of these powers under Clause 2 of the Bill to do the work. I hope that in the circulars or orders which are sent out by the Department in connection with the measure, due notice will be taken of the possibilities of overlapping, and that you will secure harmonious working for the very excellent objects which this Bill has in view.
§ Mr. G. THORNEI rise in order to congratulate the right hon. Gentleman the President of the Local Government Board on the passage of this measure. At a time when such stupendous efforts are being put forward for the destruction of human life I am sure it will always be a gratification to the right hon. Gentleman that he has been able to find time to pilot a Bill through the House, the object of which is to preserve and prolong life.
§ Mr. LONGWe will do our best, in conjunction with my right hon. Friend the President, and the officials of the Board of Education, to avoid overlapping. No doubt we shall gain experience which will enable us at no distant time to put the law with regard to this question in a thoroughly satisfactory position.
