§ Lord ROBERT CECILThe answer to the first part of the question is in the negative. As regards the second part, a British Vice-Consul was appointed to Kiaochau on 26th September, 1911, and still continues to represent British interests at that port.
§ Mr. KINGIs it intended that the Japanese shall have permanent control over Kiaochau without any reference to our rights or position there?
