asked the Chancellor of the Exchequer if he is aware of the habit of administering gratuities or tipping; and if he will reconsider his decision with reference to vouchers of a smaller amount than 5s., so that persons desirous of rewarding attention and encouraging thrift and patriotism will be able to distribute vouchers suitable to the occasion instead of hard cash?

I am aware that such a habit exists, and I recognise the value of the considerations put forward by my hon. Friend. I would, however, point out that the issue of War Loan vouchers of a smaller amount than 5s. might lead to their use for ordinary currency purposes to which there are serious objections?
