asked the Secretary of State for the Colonies whether a scheme has recently been drafted and submitted to the Government of the Straits Settlements for the training of every able-bodied Englishman in arms; and whether the Government authorised the announcement that it had accepted the scheme in principle, and what steps are now being taken to carry it out?

I can only repeat what I stated in answer to a question on the 28th of June, namely, that I have not yet heard anything from the Governor on the subject, but inquiry is being made.
