§ Mr. BUTCHERIs the right hon. Gentleman aware that these people who wanted to enlist but were, unable to do so have been subject to many undeserved taunts?
§ Mr. TENNANTI sympathise very much with the persons the hon. and learned Gentleman refers to, but I am sure he will realise that the issue of such a badge as he contemplates might be open to abuse.
