asked the Lord Advocate whether his attention had been called to the appearance in Edinburgh police court of a witness in prison clothes; whether this is a new practice or the revival of an old one; and whether he will take steps to secure that all such witnesses may appear in their ordinary clothes?

I have received a report on the case referred to by my hon. Friend. The course, adopted was not based upon any new practice, but was in accordance with a long established instruction. The answer to the last part of the question is in the affirmative. The matter has already been under consideration, and steps are being taken to alter the instruction.
