Mr. McKINNON WOODI have received a report on the case referred to by my hon. Friend. The course, adopted was not based upon any new practice, but was in accordance with a long established instruction. The answer to the last part of the question is in the affirmative. The matter has already been under consideration, and steps are being taken to alter the instruction.
