asked the Under-Secretary of State for War whether it is the intention of His Majesty's Government to make a monetary reward to employés of the Army Ordnance Department, who through the outbreak of hostilities last summer were obliged to forfeit their annual allowance of leave?

I am afraid that the hon. Member's suggestion cannot be accepted. It is an established principle that all leave should be regarded as subject to the exigencies of the public service.

Mr. WATT

Is it not the case that these civilian subordinates were refused all promotion in the way of commissions, and is it not hitting them twice by also refusing them extra remuneration for lost leave?

I will consider it but there can be no question as to leave
