asked the President of the Board of Trade if it is now possible, consistently with the public interests, to remove the embargo upon the export of grass seed to neutral countries, which is inflicting considerable loss upon Irish farmers?

Mr. RUNCIMAN

I am advised that it is not at present possible to remove the embargo. I understand, however, that application for licences for the export of Irish seed will in general receive favourable consideration if supported by the Department of Agriculture and Technical Instruction for Ireland.

Will the right hon. Gentleman be good enough to say whether he will give that consideration?

Mr. RUNCIMAN

I said we would give it favourable consideration if recommended by the Irish Department.
