asked the First Lord of the Admiralty whether he will consider the possibility, in cases where the Government are using what are commonly known as tramp steamers for the purposes of military transport, of providing such steamers with boats or other life-saving appliances sufficient to cover, in case of disaster, not only the crew but also those who are being carried?
