HC Deb 10 February 1915 vol 69 c574
94. Mr. JOWETT

asked whether the closing order imposed by the military authorities of the 14th regimental district, at York, under which all public-houses and clubs in that district were obliged to cease serving intoxicants at nine o'clock on and after 27th January last, was imposed by the military authorities of the district referred to in the execution of a duty put upon them by the Home Secretary?

The UNDER-SECRETARY of STATE for the HOME DEPARTMENT (Mr. Harmsworth)

Action in this matter was taken by the military authorities under the Defence of the Realm Regulations. Their duties in this regard were not imposed on them by the Home Secretary. The Home Secretary is concerned only with orders made by licensing justices under the Intoxicating Liquor (Temporary Restriction) Act, which in certain cases require his approval.

Mr. BUTCHER

Was not the Defence of the Realm Act introduced and carried through this House by the Home Secretary?

Mr. McKENNA

Yes.
