§ Mr. TENNANTThis matter has been under the consideration of the Field-Marshal the Commander-in-Chief in the field, and orders have been issued with a view to preventing these losses, which are very regrettable. I must point out, however, that when a soldier arrives in a hospital wounded the first consideration is his wounds and that, when the pressure is great, it may not always be possible for those in authority to make certain that no irregularities take place.
