asked the Secretary for Scotland whether he has received a memorial from many school boards in Scotland, including Rothesay (Burgh), Ringarth. and Kilmory, in the county of Bute, petitioning that the proposed system of payment of Grants by instalments, outlined in the Scottish Education Department's circular, No. 450, dated August 1912, is of a most inequitable character, and that, in view of the increasing expenditure forced upon school boards in recent years, no system of payment of Grants by instalments shall be instituted which shall reduce the money Grants which the school boards would otherwise receive; and, if so, what action he proposed to take in the matter?

I have received the memorial referred to. While I am not prepared to admit that the effect of the proposed system of paying Grants by instalments is accurately described in the question, it has been decided, in view of all the circumstances, not to proceed with the proposal, and the Code has been amended accordingly.
