asked the Secretary for Scotland whether he is aware that the School Board of Beath, Fifeshire, has refused to make to teachers in their service who desire to respond to the new appeal for recruits the payment recommended by the Education Department and made by other school boards in Scotland; that, in response to the appeal of the Department, in which it was shown that a large part of the expenditure would be met from Treasury Grants and not from local rates, the school board offered to make a much smaller payment, and that only on condition that the teachers who had already joined the Army should surrender amounts to which they are entitled under existing arrangements; and whether, if there is no power in the Department of dealing summarily with such action, he will publish the names of the members of the school board whose action has brought a stigma upon the district?

I am aware of the facts referred to in the question. The correspondence in which my opinion is clearly expressed has been published, and I hope the school board will reconsider the matter.
