Mr. KINGasked the Secretary of State for Foreign Affairs whether he is aware of the need for a Copyright Treaty between Russia and Great Britain; and whether, with a view to cementing the good relations between these two countries by a regularised understanding concerning the literature produced by Russian and British authors, steps will now be taken to arrange for a Copyright Treaty similar to those in force between this and other countries?
§ Sir E. GREYI am fully aware of the importance of this matter with regard to which negotiations with Russia were commenced in February, 1912, and are still in progress.
§ Mr. KINGIs the right hon. Gentleman aware that treaties dealing with copyright have been made between Russia and France and Russia and Germany? Would it not be easy to put the treaty on the same lines as that with France?
§ Sir E. GREYI hope the negotiations will result in a treaty being concluded, but, of course, in time of war the attention of the Governments concerned is so taken up with the War that it cannot be devoted so readily to other subjects.
