§ Mr. TENNANTLetters from soldier prisoners of war in this country frequently express warm appreciation of their treatment during the time they have been in our hands, and I think it is best to trust to the influence of these spontaneous expressions of opinion to bring home to the Germans the fact that their fellow countrymen are well treated. Whether the prisoners of war, if furnished with a translation of the White Paper, would in their letters to Germany draw the contrast suggested is, I think, very doubtful.
