asked the President of the Board of Education whether he is aware that many local educational charities are at present inoperative, dormant, or being accumulated in view of possible legislation; and whether he intends to introduce legislation by which local education authorities may devote during the present War the incomes of such charities to providing free meals or other emergency methods of relieving distress?

I am aware that the income of a number of the smaller educational charities is now being accumulated pending the establishment of schemes or further legislation. I am not proposing to introduce legislation which might divert the income of these charities from educational purposes.

Mr. KING

Will the right hon. Gentleman introduce legislation which will set these charities at liberty to be used for some profitable purpose?

Mr. PEASE

In most cases it is an advantage to leave the funds to accumulate in order that these small sums may be available for real educational work, and at the present moment I do not propose to introduce legislation.
