§ Mr. TENNANTA payment of 10s. is made to each non-commissioned officer and man of the Territorial Force called up on embodiment, and to each recruit enlisted subsequently, who is in possession of a certain prescribed kit of necessaries in good order. This kit includes a pair of ankle boots. No payment is made to a non-commissioned officer or man who is deficient of any article required, but the county association concerned is authorised 768 to complete any deficiencies at the public expense.
