(1) This Act may be cited as the Trading with the Enemy Act, 1914.

Motion made, and Question proposed, "That the Clause stand part of the Bill."

The LORD ADVOCATE (Mr. Munro)

I desire to move to add at the end of this Clause the words:—

"In the application of this Act to Scotland the Secretary for Scotland shall be substituted for a Secretary of State, and the Court of Session shall be substituted for the High Court; the court exercising summary jurisdiction shall be the sheriff court; references to a justice of the peace shall include references to the sheriff and to a burgh magistrate; and references to a receiver shall be construed as references to a judicial factor."

The effect of the addition of these words will be to translate the wording of the Clause into terminology appropriate to the other side of the Border. I gave a copy of this Amendment to the hon. Baronet the Member for Ayr Burghs (Sir G. Younger), and no doubt if he desires that any alteration shall be made, he will put it down on the Paper for Monday.

I would point out that this Bill affects not only Scotland, but also the Isle of Man, and I should like to see some words inserted appropriate to that case.

Further Amendment made: After the words last added insert the words, "In the application of this Act to Ireland the Lord Lieutenant shall be substituted for a Secretary of State."—[Mr. Birrell.]
