§ Mr. NEWMANasked the Secretary of State for War whether he is aware that, by a recent Order, non-commissioned officers and men now serving in the Territorial Forces are declared ineligible for temporary commissions in the Regular Army, even though they are already in possession of the certificates necessary to obtain a commission; and whether, in view of the fact that commissions are being granted without previous military knowledge or training, the War Office will rescind the Order in question?
§ Mr. TENNANTIt is not at present considered desirable that non-commissioned officers and men of the Territorial Force should be taken to supply the Regular Army with officers.
