§ Mr. McKENNAThe Prime Minister has asked me to reply to this question. My right hon. Friend the Secretary for Scotland and I, acting on behalf of the Government, have been in communication on this matter with the Lords Lieutenant of certain counties in Scotland and England. The Lords Lieutenant have formed, or are now forming, emergency committees in all districts which could be regarded as exposed to possible raids. For the present, however, it is considered undesirable to make public the instructions which have been, or will be, issued.
