asked the Postmaster-General whether he will make arrangements whereby local recruiting committees can send circulars appealing for recruits through the post free of charge?

I have already arranged that the circulars appealing for recruits which are being dispatched from the central office of the Parliamentary Recruiting Committee to every householder in the Kingdom shall be forwarded unpaid, and that replies addressed to the central office of the committee shall also be forwarded unpaid. There would, however, be serious objections, both in principle and in practice, to the grant of free postage to local recruiting committees, and I am sorry that such an arrangement cannot be authorised.
