asked what steps have been taken by the Commissioners of National Education to give effect to the recommendations of the Committee of Inquiry into Primary Education in Ireland?

Mr. RUSSELL

The Commissioners of National Education submitted to the Irish Government, on the 31st August last, their observations and decisions on the recommendations of the Committee referred to, together with certain proposals requiring the sanction of the Treasury. The Commissioners were, however, informed that their proposals could not usefully—or, indeed, possibly—be laid before the Treasury at the present juncture. I understand that the Commissioners are taking steps to give immediate effect to such of their decisions as do not require Treasury sanction.
