asked the Prime Minister if he will consider the advisability of making a pronouncement, without prejudice to free trade, to the effect that, if manufacturers in this country will set up factories and machinery to manufacture goods which before the War were almost exclusively manufactured in Germany and Austria, after the War is over the old conditions will not prevail by which their capital and enterprise will be lost, and thereby encourage the further employment of capital and labour?

The PRIME MINISTER

I fear I cannot say more than that the Government will do all in their power, consistent with their general policy, to encourage the further employment of capital and labour.
