asked the President of the Board of Trade how many associations have been registered as eligible to receive Grants under Sections 105 and 106 of the National Insurance Act, 1911; and how many workpeople in those associations are now entitled to benefit by the Government Grants under those Sections, distinguishing between men and women and between insured and uninsured trades?

One hundred and three associations have made arrangements with the Board of Trade under Section 105 of the National Insurance Act. The total membership of these associations is returned as 1,230,330. Of this number 881,744 are entitled to receive, when unemployed, unemployment benefit. Of the latter figure 650,709 are compulsorily insured under Part II. of the Act. The Board of Trade have admitted as being qualified for a repayment under Section 106 of the Act, 386 associations with a membership of 1,455,481 entitled to receive unemployment benefit when unemployed. Included in the 386 associations are 102 of the associations which have made an arrangement under Section 105. The Board have no other information enabling them further to distinguish between members in insured and uninsured trades, or the proportion of women in the total membership.

Is there any idea of applying the procedure of this Act to other trades?

Mr. RUNCIMAN

Yes, Sir. Under Section 106 a large number of trades that are not called insured trades are receiving State aid.
