§ Mr. McKENNAThere is nothing in the Bill to prevent any parish or parishes from participating in the benefits under schemes drawn up by county councils under the Act, but all such schemes will be subject to the provisions of Section 19 (2) and the approval of the Secretary of State before they come into operation.
