asked the Secretary of State for the Home Department whether, having regard to the fact that the Porstal institutions are not fully developed, that further developments are intended, and that neither expense nor trouble should be spared in providing suitable institutions, he contemplates the formation of permanent advisory boards of trade experts to assist him in the choice of the various methods of manual and other training, and to secure the efficiency of that training on business lines?

Active steps have already been and are being taken by the Prison Commissioners to obtain expert advice both on education and on technical training at the Borstal Institutions. This is part of the normal development of these institutions now in progress. The Commissioners have very capable advice at their disposal, and can always rely on the co-operation of unofficial experts, which is gladly and willingly given. The question of the formal constitution of advisory boards will be considered.
