asked the President of the Local Government Board if the time has now come when he will issue instructions to boards of guardians to give relief in deserving cases to prevent destitution and thus save many homes from being broken up and honest people from being driven into the workhouse?

Mr. HERBERT SAMUEL

I do not think that there is any need at the present time to issue fresh instructions to boards of guardians as to their general powers and duties in regard to relief. I am, however, considering the question of issuing a circular dealing especially with the subject of relief to certain classes.
