§ Mr. HERBERT SAMUELThe Returns show that there were, on the 4th January, 1913, and 1st January, 1914, respectively, 2,847 and 3,069 old age pensioners in work-houses and other Poor Law establishments in England and Wales who were receiving 267 relief which did not disqualify for an old age pension, namely, medical or surgical assistance only.
