asked the President of the Board of Trade the number of associations with which arrangements have been made under Section 105 of the National Insurance Act; the approximate number of members of such associations; the amount of unemployment benefit paid by such associations to their members in the year ending January last; and the amount repaid to such associations out of the unemployment fund for the same period?

Arrangements have been made under Section 105 of the National Insurance Act with 110 associations. Of these, five associations have since terminated the arrangements. The approximate membership of the remaining 105 associations, according to the latest figures in the possession of the Board of Trade, is 733,164, of whom 539,739 are compulsorily insured under Part II. of the Act. The amount paid by such associations to their members in the insured trades, whilst unemployed for the three quarters ended September, 1913, was £171,277. The corresponding amount for the last quarter cannot be precisely stated, but the total payment for the year may be estimated at between £230,000 and £235,000. The amount repayable to such associations out of the Unemployment Fund for the year 1913 is estimated at £117,000, of which £111,684 has already been paid.

The number of associations which have been held by the Board of Trade to satisfy the conditions required for a repayment under Section 106 of the National Insurance Act is 348. Of these, five associations have since withdrawn their claims. The approximate membership of the remaining 313 associations is 1,200,000. The approximate amount of unemployment benefit paid by the associations during the year 1913 was £523,000, and the amount repayable to the associations under Section 106, out of moneys provided by Parliament, is estimated at about £56,000. Exact figures cannot yet be given as a number of claims are still outstanding.
