HC Deb 04 May 1914 vol 62 c89

I come now to another proposal from which I hope to get some revenue, and that is the income that escapes taxation now owing to arrangements purposely made by men who are rich enough to leave their incomes abroad for reinvestment. In most cases these arrangements are made deliberately in order to escape subscribing to services which both parties consider essential to the well-being of the country. I do not think, therefore, they are entitled to any sympathy on that account. I think the decision of the Courts which enabled them to escape payment on this part of their income ought to be overridden by-Act of Parliament. It is expected that in a full year this will bring £1,000,000 to the Exchequer. I do not, however, anticipate getting more than £250,000 this year, and about £500,000 next year.

Mr. GOLDMAN

By what process?

Mr. LLOYD GEORGE

By means of a declaration with a penalty, and by recovery when Death Duties come to be paid. Anyone who fails to declare will take a very serious risk.
