§ Resolved, "That it is expedient to authorise the payment out of moneys provided by Parliament of contributions to societies for the care of youthful offenders on probation and for similar objects, and of other expenses incurred in pursuance of any Act of the present Session to diminish the number of cases committed to prison, to amend the Law with respect to the treatment and punishment of young offenders, and otherwise to improve the administration of criminal justice."—[Mr. Gulland.]
