§ Mr. RUNCIMANThe Estimate of £60,000 was necessarily, in the absence of any trustworthy evidence, based upon conjectural assumptions, some of which have not been justified by experience. The Estimate for the coming financial year is £20,000. I am not prepared at present to give a definite answer to the second part of the question.
