I beg to ask the Secretary of State for Foreign Affairs a question, of which I have given him private notice, namely: Whether there is any truth in the allegations reported in the Press that the action of President Wilson with regard to the question of the Panama Canal tolls is the result of an understanding between the Government of the United States and His Majesty's Government, under which the latter undertook to assist the President's policy with regard to Mexico?

There is no foundation whatever for these reports, and I am glad to be able to take as early an opportunity as possible for saying so.
