§ Mr. MONTAGUMy right hon. Friend cannot agree that ex-soldiers and ex-sailors who are specially permitted to enter the Civil Service above the usual age are thereby placed at a disadvantage. The answer to the last part of the question, as my right hon. Friend has previously stated, is in the negative.
