§ Mr. CHURCHILLThe system of common entry has hardly been established long enough to make any very accurate calculation as to the percentage of cadets to reach the rank of lieutenant. An approximate figure, however, is 80 per cent. I am advised that it is not considered desirable to give the remaining information asked for, as figures based on the average promotions of past years might prove very misleading for the future.
