§ Mr. HARCOURTNo formal instructions have been Issued to the Commissioner of Somaliland, but he is, of course, aware of the policy of His Majesty's Government, and I am in close touch with him. There is no military officer at Burao, but a Commandant of the local forces has just been appointed, and I am considering in consultation with the Commissioner what instructions should be issued to him.
