§ Sir E. GREYI would refer the hon. Member to the circular dispatch to His Majesty's Consular officers, of 15th December, 1913, copies of which have been laid before Parliament. The answer to the second part of the question is in the negative, but inquiries are being made in order that the matter may not be lost sight of.
