§ Mr. ACLANDAccording to my latest information the gentlemen in question have arrived in Constantinople, and will shortly take up their appointments. I cannot say whether they have yet proceeded to the scene of their duties. I am unable to make any communication to the House in regard to their powers beyond that, as I recently stated in Debate, they will have control of justice, police and gendarmerie, as I have not yet received the official intimation from the Turkish Government to which I have referred on previous occasions.
